Shmyrev’s case was not an isolated incident. The New York Times investigation revealed that Russia had been using Brazil as a launching point for their elite intelligence officers, known as illegals. These operatives would establish new identities by starting businesses, making friends, and even having romantic relationships. These carefully crafted backstories would then allow them to travel to other countries, such as the United States, Europe, or the Middle East, and carry out their espionage activities undetected.
Essentially, Russia had turned Brazil into an assembly line for deep-cover operatives like Shmyrev. This operation was different from previous spy operations, as the goal was not to gather intelligence on Brazil, but to become Brazilian.
