U.S. Tightens Technology Controls to Target Russian War Machine

The Biden administration announced new penalties on shell companies and suppliers that were feeding Russia’s war against Ukraine.The Biden administration has announced new penalties targeting shell companies and suppliers that are aiding Russia’s ongoing war against Ukraine. In an effort to disrupt the procurement networks that are providing advanced technology to the Russian military, the administration has added over 100 companies and organizations from Russia, China, and other countries to a restricted trade list. These measures will give the U.S. government expanded authority to prevent products made with U.S. technology from being shipped to Russia, even if they are manufactured in other countries. Additionally, 123 entities from Russia, Crimea, China, Turkey, Iran, and Cyprus have been added to the entity list, which prohibits suppliers from sending certain products to these companies without a government license. The government has also added specific addresses in Hong Kong and Turkey to the list, known for setting up shell companies, in order to restrict any further shell companies registered at those locations. This latest round of additions brings the total number of organizations added to the entity list in relation to Russia’s war in Ukraine to over 1,000. These actions come after a recent investigation by The New York Times uncovered several companies registered at an office in Hong Kong’s financial district that were funneling restricted technology to Russian military technology companies. The Biden administration’s efforts to crack down on these networks and suppliers demonstrate their commitment to addressing the ongoing conflict in Ukraine.
