China chose swift retaliation for trade measures in the first Trump administration, but that led to an upward spiral of trade measures and much broader tariffs.The recent decision by President Trump to impose new tariffs on imports from China has put Beijing’s leaders in a difficult position. They are faced with a dilemma: should they ignore the tariffs or retaliate?
On one hand, doing nothing could be seen as a sign of weakness in the eyes of the Chinese people. China has been portrayed as a rising power, while the United States is often depicted as declining. This could damage the image of the Chinese government and undermine their efforts to project strength and stability.
On the other hand, retaliating could lead to a global trade war that could harm China’s economy more than the United States. China’s trade surplus, which reached almost $1 trillion last year, is a major source of strength for their economy. Any disruption to their exports could have serious consequences.
China’s initial response to the tariffs was cautious, with the Ministry of Commerce stating that they would challenge the tariffs at the World Trade Organization (W.T.O.). However, the W.T.O. has lost much of its power since 2019, as the United States has blocked the appointment of judges needed to authorize countermeasures against countries that violate international trade rules.
Some in China may have initially been relieved that President Trump’s criticisms were directed at other countries, but it was only a matter of time before China became a target. The Chinese government now faces a difficult decision on how to respond to these tariffs, as they weigh the potential consequences of both ignoring and retaliating against them.
