Despite this, President Trump and Republican lawmakers claim that the bill does not cut any benefits. By adding numerous changes to deadlines, document requirements, and rules, Republicans are using paperwork as a tool to save money and offset their tax cuts. This approach would require individuals to submit more documents and prove their eligibility more frequently, making it difficult for many to receive the assistance they need. For example, individuals applying for Obamacare subsidies would have less time to apply and those using Medicaid would need to prove their eligibility twice a year instead of annually. Additionally, the bill would impose work requirements on low-income Americans aged 60-64 who receive food assistance. While a provision that would have created new bureaucracy for the earned-income tax credit was removed from the bill, the overall impact of these changes would still result in many low-income Americans losing access to vital benefits.
